The delegation visisting some specialized departments and labs of IMPE-QN.
Prospects of future medical and pharmaceutical training cooperation in Quy Nhon City

On 5th July 2016, a delegation of learders of Quy Nhon University, University of Medicine and Pharmacy Ho Chi Minh City and University of Paris 7 (France) led by  Professor Nguyen Hong Anh, Principal of Quy Nhon University was visiting to and meeting with the leadership of Institute of Malariology, Parasitology and Entomology Quy Nhon (IMPE-QN) with the purpose of seeking the potential training cooperation for the project of establishing Faculty of Medicine and Pharmacy in Quy Nhon University.

 

The universities delegation members included Prof. Nguyen Hong Anh-Rector of Quy Nhon University (QNU), Head of Project Construction Committee (PCC); Assoc.Prof. Tran Diep Tuan-Rector of University of Medicine and Pharmacy Ho Chi Minh City (UMP-HCM); Prof. Nguyen Duc Cong-Director of Thong Nhat Hospital; Assoc.Prof. Truong Phi Hung-senior lecturer of UMP-HCM; Assoc.Prof. Do Ngoc My-Vice-Rector of QNU, Deputy Head of PCC; PhD. Ha Thanh Hai, Head of Department of Organization and Personnel Organization of QNU, standing member of PCC in formulating a scheme, and other members of PCC; Prof. Frederic Ogee-Deputy Director of University of Paris 7 (UP7); Prof. Resche-Rigon-Faculty of Public Health, Clinical Research and Medical Education, members of Health Board of UP7; Prof. Thomas Bardin-Dean of Rheumatology of Larriboisiere Hospital, Paris, UP7. The Institute representatives welcoming and working with the universities delegation were Assoc.Prof. Ho Van Hoang-Deputy Director, MSc. Vo Tri Dung- Deputy Director and heads of concerned departments. The visit aims to investigate capacity and condition of IMPE-QN in basic fields, especially in medical examination and treatment; hence, to get exact information as preparation for project of establishing Faculty of Medicine and Pharmacy (FMP) in Quy Nhon University.

According to Prof. Nguyen Hong Anh-Rector of QNU, the project of establishing Faculty of Medicine and Pharmacy in QNU has long been of great concern. Confronted with the current shortage of doctors, QNU has planned to open the Faculty of Medicine and Pharmacy (FMP) in collaboration with UMP-HCM and UP7 (France) in order to provide training of medical resources not o­nly for the provincial health sector of Binh Dinh but also for that of neighboring provinces such as Phu Yen, Gia Lai, Kon Tum, etc. Currently, QNU has been in the progress of learning about the training demand and health infrastructure as well as the ability to coordinate with other health units in Binh Dinh province so as to have good reason for the establishment of FMP, thence submiting the Project to the Minisry of Healh for approval. Fortunately, there exists many national research institutes in Binh Dinh province, including IMPE Quy Nhon, which are eligible to participate the training and become o­ne of the research facilities for students' practice. For this reason, at the meeting, Prof. Le Hong Anh also expressed his desire to have the support and cooperation of IMPE-QN in the Project.

On behalf of the Institute leadership, Assoc.Prof. Ho Van Hoang highly appreciated the effort of QNU in the provincial medical training and expressed support for the Project of establishing FMP. Assoc.Prof. Hoang also stated that in spite of some existing medical and pharmaceutical universities in Central-West Highlands, there is a great need of health care facilities for qualified doctors, so it's time to establish another medical and pharmaceutical faculty for the training of health resources in the region in general and Binh Dinh in particular. IMPE-QN has fully advocated the Project of the establishment of FMP and readily agreed to provide close cooperation with QNU in the training of health staff for the province, as well as to create favorable conditions for the practical work of future medical and pharmaceutical students internship at the Institute.

To help the universities delegation have an overview of the Institute, Assoc.Prof. Ho Van Hoang briefly introduced the process of establishment and development of IMPE-QN, which is a constituent body belonging to the Ministry of Health (MoH), with the functions and responsibilities of conducting scientific research work and providing specialised guidelines o­n the control of malaria, other parasitic and vector-borne diseases in 15 provinces of Central Vietnam, including 11 of central coastal area (from Quang Binh to Binh Thuan) and 4 west-highlands provinces (Gia Lai, Kon Tum, Dak Lak and Dak Nong). Established since 1977, experiencing almost fourty years' development, under the direct leadership of the MoH, IMPE-Quy Nhon has continuously secured and developed resources to upgrade and expand the material facilities, to innovate the equipment and to train the scientific and technical staff in response to the people's healthcare requirements in the severely-hit area of epidemic diseases and the country's major socio-economic area, also.

Working establishments in Binh Dinh province: IMPE-QN is a first-classed research unit, including two headquarters: The first o­ne is at Central of Quy Nhon City with the functions of traning of secondary medical technicians and medical examination and treament of parasitic and vector-borne diseases; and the second head office being built at Nhon Phu ward, Quy Nhon city, which was invested to become the leading reseach institutes in malariology, parasitology and entomology in Central-West Highlands by the MoH.

Total number of the Institute staff: 203, including 40 post-graduates (03 Assoc.Prof., 04 Ph.Ds/MDs level II specialization, 33 Masters/MDs level I specialization), 79 graduates, 84 secondary trainings and others.

Organizational structure: The Institute leadership includes Director and 3 Deputy-Directors; Ethic Council (9 members), Scientific and Technological Council (9 members). The Institute has 14 departments and affiliated units (6 specialized departments, 6 functional departments and 2 affiliated units);

In addition, Assoc.Prof. Hoang delivered overall introduction of functions, responsibilities and scientific research work of six specialized departments, especially their activities of controlling malaria, other parasitic and vector-borne diseases:

- Department of Malaria Epidemiology: Conducts scientific research o­n epidemiological characteristics of malaria and parasitic diseases and o­n effective intervention measures to reduce risks of malaria infection in regular forest-goers and free migrants.

- Department of Malaria Research: Supervises and improves the quality of malaria diagnosis and treatment in Central provinces of Vietnam; Routinely monitors drug-resistant malaria parasites, eg. P. falciparum and P. vivax by in vivo and in vitro; Monitors, collects and evaluates the quality of antimalarial drugs available in the market;

- Department of Entomology: Conducts intensive research o­n Anopheles mosquitoes, dengue vectors and vector control measures in 15 central provinces of Vietnam;

- Department of Parasitology: Conducts research o­n the distribution of and treatment regimens for heminthiasis in Central Vietnam; Studies o­n some diseases caused by fungi and unicellular organisms, larval diseases; Conducts research o­n some in-depth laboratory techniques of diagnosing parasitic diseases;

-Department of Molecular Biology: Applies molecular biological techniques, mainly PCR in scientific research to deal with targeted programmes of malaria, parasitic diseases and vector-borne diseases;

- Department of Training: In fact, this is a secondary school which provides training o­n medical laboratory technology for students from Central Vietnam and other regions. The Institute has also collaborated with a lot of universities/institutes/academies in training PhDs and masters such as Quy Nhon University, National Institute of Malariology, Parasitology and Entomology, Hanoi Medical University, Military Medical Academy, Hue College of Medicine and Pharmacy, Tay Nguyen University, etc. Research students have all spent practice time at the modern laboratories of the Institute;

- Specialized Clinic: Daily receives and examines 400-600 patients infected with parasitic diseases, vector-borne diseases and others, including some newly-emerged diseases like Fascioliasis, Toxocariasis, etc.

          After the meeting, the universities delegation visited some Institute departments and labs to learn about the Insitute research facilities as well as technical activities in the field of controlling malaria, other parasitic and vector-borne diseases. At the serological - microbiological laboratory, immunity-culture laboratory, molecular biological laboratory, the delegation had a direct view of how the technicians operating the most modern equipments of Central Vietnam.

In the discussion, the delegation members also showed interest in the matters pertaining to postgraduates training; cooperation between the Institute and international organizations & NGOs; organization of international conferences/workshops at the Institute; human resources and medical equipments; medical diagnosis and treatment of malaria, other parasitic and vector-borne diseases, etc. All these questions are answered in a clear, friendly and satisfactory manner by Assoc.Prof. Ho Van Hoang.

Ending the visit, Prof. Nguyen Hong Anh, Rector of QNU thanked the leadership of IMPE-Quy Nhon for sentimental reception and hoped for next collaborative meetings with IMPE-QN in the coming time in order to work together in developing the medical resources, contributing in the settlement of the locality's urgent problems.

With the professional medical staff very experienced in teaching and research and the experience gained in cooperation with Quy Nhon University and other major national universities and leading international research institutes/academies, it could be firmly believed that IMPE-QN would have an important part in the Project, helping to provide training of highly qualified human resources for the society as well as being the practice facility of high-quality for students of QNU's Faculty of Medicine and Pharmacy in the future.
